Following the elimination of Japan's national team from the 2018 Soccer World Cup, the country's federation decides to start a training program to prepare a team of high school students, who will participate in the 2022 World Cup. Isagi Yoichi, a forward , receives an invitation to join this program after his team's failed attempt to reach Nationals, due to passing the ball to his teammate, who missed the shot, instead of scoring himself. The training coordinator, Ego Jinpachi, intends to put an end to the idea of "weak Japan in soccer" by applying a new regime, which consists of isolating 300 young strikers in a prison-like institution called "Blue Lock". There they are subjected to rigorous training with the aim of increasing their individualism and creating the best striker in the world.
