The series followed Vincent "Vinnie" Terranova, an undercover agent of the OCB (Organized Crime Bureau), a fictional division of the FBI. The show differed from previous crime dramas in its use of story arcs and in its focus on both the mechanics of being undercover and the consequences of the protagonist's actions.

Longtime friends Cody Allen and Nick Ryder served together during the Vietnam war. Now that the war had ended, Cody and Nick start their own private investigation business and run it out of Cody's boat, The Riptide. With help from electronics guru Murray "Boz" Bozinsky, the team takes on cases, striving to help those in need. However, their investigations often cross paths with Lieutenant Ted Quinlin, who's often none too happy with the crew.

In 1972 a crack commando unit was sent to prison by a military court for a crime they didn't commit. These men promptly escaped from a maximum security stockade to the Los Angeles underground.
