There hasn't been any official decision to cancel the show as far as I know. But, while Steve van Zandt has said he would like to do a fourth season, Netflix is apparently not pleased that NRK made the full season 3 available for free for norwegian people before it was released on Netflix and therefore dont want to continue the cooperation.

The only thing I can find on nrk.no is that Lilyhammer has been nominated for an award in Monte Carlo (as they did last year). It would be a big outcry here in Norway if it got cancelled. It will go on as long as Steve van Zandt is on board, I think.
