Seeking a quieter life away from the stress of the city, Humphrey has taken a job as Detective Inspector in fiancée Martha's hometown. However, they soon find that country life is anything but peaceful and Humphrey can't help but be distracted by the town's surprisingly high crime rate.

Steve Delaney's wacky radio character, comes to the screen to wreak his particular brand of havoc. Grandiosely believing himself a show-business legend, this variety-show has-been comically suffers from every known condition that could possibly befall a person of his advanced age, and then some. Comedy ensues as Arthur inadvertently manages to throw any situation he stumbles upon into his own oblivious maelstrom.
