In his adventures, Tom often goes out with his two children, Tip and Wanda. He is always chased by the wealthy carousel and park operator, Mr. Carter and his two henchmen, Mrs. Hatch, his former nanny, and Weedon, his nephew. The circus includes the clown Rupert and Mrs. Hamilton, who is also the director.
