Japan is divided in two after the third world war and Toshima, formerly known as Tokyo is controlled by a crime syndicate by the name of Vischio.
The protagonist of the show is called Akira is arrested because of a crime he did not commit, but while in jail he is approached by a woman who says she will free him if he agrees to enter a life or death fighting game.
